Firstly, they're not punk. Listen to some punk, listen to them, note the difference in musical/lyrical styles.
As to "without talent, they wouldn't be selling any CDs in stores," I've heard some really good bands who basically had to put out their own EPs, only sold in the stores that they have connections in, etc. They're still heralded as excellent bands by people that know them (listen to stuff at
http://www.ibiblio.org/ch-scene/music/bands/bellafea/ for example). Having a CD in a store signed onto Capitol doesn't make you good or bad. It means that the record label thought they could make money off of you, based on talent, image, whatever.
