That's a very wrong comparison.
Advanced map editors give you new functions that cause things to happen that there's no way you could do in the normal editor. However,
there's no image that can be created in Photoshop and can't be replicated in Paint. It's just harder in paint because it doesn't has lots of functions that calculate pixel values and do 90% of the work for you when you use them.
I'd still go for PSP. I need it to export SC palettes

I see no reason why you do believe it this little thing. Paint is pixel editor, for example it has no layers. If you need an overlay layer that enhance color of 1600x1600 photo, it takes few seconds in PS. You can't do that in paint, even theoretically nobody can correctly replace 2560000 pixels to gain the same overlay effect as in PS. Thats just impossible and there is nobody who could do that, not even the gendalf guy.
That was only 1 small example.
