Yes, and don't forget about the possibility of bias when people conduct those surveys.
Usually when conducting these surveys, many of them would get their results from responses, like phone calls, mails, e-mails, etc. If their survey asks for who had sex or not at what age, do you think the people who didn't have sex, would take time out of their valuable lives just to submit their answer saying "no?" Normally, the responses the surveyers would get are from the ones who actually had sex. It's more likely to see someone who had sex boast about it than see someone who didn't have sex boast about their virginity.
That's why I don't trust most of these surveys, including political ones, because most of them have major confounding variables as well as voluntary/nonresponse bias and never actually do Random Samples off a normally distributed curve.
