i think the below should be a guide, be free to modify if any of you disagree
Beginner (if any of these apply):
You don't know what a Trigger is
You don't know what a Hyper Trigger is
You don't know what Starforge is
You cannot fully master Triggers
You cannot make a fully playable UMS map with 10+ triggers
You wonder how units magically appear out of nowhere in SC maps
Average (once again, if any applies):
You have no experience using MPQ's
You have no idea what MPQ's are (I really don't either)
You can create a map with hundreds of triggers but may be a little unorganized
You often have trouble figuring out why one part of your map doesn't work
Advanced... this is where I really can't make a rubric.
Someone fill in

I like this rubric.
Advanced:
Can deal with any problem from any standard map (not using > p15)
Can make death -> money triggers

Mastered triggers (All triggers)
Knows most tricks and things to create a fun map.
Knows how to use death counters
Knows how to use any counters
Knows about 2x and 8x (6x) speeds
Knows how hyper triggers work
Can make a map with more than X triggers (X is not really a number, but if it were it would probably be around 100?)
Knows how to use starforge to make triggers easily
Knows why your map crashes
You guys all know I'm advanced cuz of all teh help I had given
