I don't think that there is a shortage of responsible enough people on this site to do some minor moderation (2 medium-traffic forums or something) duties, but there seems to be a lack of experience.
Actually, I think that to become a mod you have to have at least 4 of the following qualities:
If you're trying to figure out potential candidates - compare them to that list.

- Friends with Yoshi or IP (sounds stupid, but never underestimate this one)
- Responsible and firm but fair
