I got my information directly from the official sites of the games respectively (from the synopsis of the game). And they were all as vague as I was in stating the years. So you can't really argue against it.

According to cutscenes you can pinpoint the years.
And rockstar just likes making fans being confused, like the whole Big Foot in San Andreas, and stuff it's amazing what a dumb gta fan will think:

Dont even say it! DONT!...Lil' Probe Inn...
Lil Probe Inn has a map of San Andreas in the back of the building with some markers at some places. One is at BACK O' BEYOND (A place where supernatural things happen, which is proved), and the others were just to make GTA fans such as myself wonder around looking for them.
Ive looked at a place where one of the markers were placed. After searching for a long time, in the distance I saw a strange glow. I came closer, and BOOM! It was a weird lightbulb.. They obviously did that on purpose... just to make GTA Fans like "OMGOMGOMG STRANGE LIGHT!!!"
Sickos...
Im gonna check out the other markers later, just in case...

Those little dots, MEAN NOTHING. It was searched out by EGM magazine they got an interview, they said it was there for decoration (The same map can be found at Toreno's Ranch).
