I believe that is the same with flames. There is a "Flame" and a "None-Flame" Flame being the actual flame, and the none-flame is what people percieve as the flame.

Problem with a set definition is people would argue about it.
That, and there's hundreds of thousands of different scenarios; as I understand it there's no 'algorythm' you could use.
