Its possible. Not on my priority list though. You don't really need to see whos inactive anyway. You can see their last login in their profile too.

Lets say I post a tune of me playing acoustic guitar on a forum. Further suppose I don't have much interest in just letting people enjoy it (because I'll have no idea if they really are). I'm a fairly cynical person when it comes to taking risks (asuming people aren't going to bother getting an account and telling me what they think if they've already heard the song), I think most of society is (hence forcing user sign in to avoid abuse). Hell, 15+ people won't even bother to tell a blind man a hurricane is coming. Why should I risk it?
On the other hand, when a site already has many frequent visitors, it's less important to be so carful (unless of course it's important to you not to allow you service to spread too much).

I don't think you get this, but when I'm forced to sign up, I'm not "encouraged" in anyway to start posting, leave comments, or anything. If anything, I'll leave a comment about how I hated signing up. Bottom line, people will download it anyway and just make an account real fast that they'll never use if they really want it (assuming that they think that your music is worth the time to go through the registration process). You could force them to post like 5 comments a week to download music, but oh whoops wait, its not really a signup thing anymore. Signup is just an extra step people have to take to download your files, and all it does is make them hate your site more. No one likes forced registrations.
