Yes, the Clan Control Panel allows members with sufficient access to ban a member from posting in any forum. For most people, this means that Clan Administrators can ban members from posting in their forum. A fun admin perk is that we can use the Clan CP for any forum, including non-clan ones tongue.gif

I have a question about whether or not the Clan Moderators that moderate outside the clan section (Kenoli, Voyager, Farty) are allowed to see warn levels and click the little buttons in the clan forums. Or would they have to go into URLs to view and warn, if so, are they allowed to?

Technically they're not allowed to warn for offenses in the clan forums, and should report it to a higher power. They shouldn't be able to see that Warn panel in the clan forums, so that would stop a lot of the temptation.
