It didn't "decide to". Its swim bladder was dead, the fish was dieing, have you ever seen floating fish when they die?
Jeez, it seems a lot of people are uninformed about the facts. Didn't anyone see how sickly it looked? It didn't run out of food or choose to go to the surface. It floated up and found a place to die.
