It doesn't take much intelligence/maturity to set up a site. It does take some to make a GOOD site. It's really just a matter of money to get the hosting/domain name.

Credit card isn't needed. You sign up for paypal and you can put money in it from your bank account. Then you click the donate button on the news page.

what do u expect per month to host a website? $200 a month?
