Who would you rather be friends with - an intelligent person that would understand you and be able to share in your experiences or a person that would unfortunately be a hindrance to many activities? Yes, they deserve care, attention, and friendship, but you have to look to your own psychological needs as well.
I really hold no opinion on the physical aspects of the disease, but I think we, as society, should focus on finding a cure for the disease itself.

I can barely stand to associate with people of average intelligence, and I'm extremely shallow about looks. Hell, I'd support genocide of diseased people. Genocide really isn't as slippery of a slope as it sounds when you consider the definition of a disease, which is something which is "abnormal and harmful." The keyword there is harmful. Therefore things like homosexuality are not true diseases, since in the end no one is really harmed. Technically people with Down Syndrome can be productive members of society too, but come on, Wal-Mart can afford to find employees elsewhere, like Mexico. It's really a matter of cost efficiency.
Think about it this way. Down Syndrome is a disease. At the moment we can't cure all the problems it causes, but cosmetic surgery sure does cure the phsyical aspects of it. It's a cure. Just like in the movie X-men 3.
On the other hand, "curing" them physically is like taking away a warning for other people: stay away, I'm retarded. Deformities are a good way to warn people away, like brightly colored bolivian tree frogs. On the other hand, not all deformed people are retarded so the system doesn't work that well. Maybe if we could make them look normal, but make them wear signs that say "Down Syndrome Child" around their necks.
I also want to discuss the fact that not all the children said "post-op." The children which wanted to be friends with the pre-op child are probably several disturbed kids that need to be taken away from their freaked up parents. No one in their right mind says pre-op. Adults might says pre-op out of guilt. Children who say pre-op are just being abused.
