my opinion on this is to allow stem cells to cure people until there is another way to do so

The Moon can't be terraformed.
Venus can't be terraformed.
And yes you are right that we can't terraform anything with our current technology. And cost is a big issue. But when the time comes, the moon -or- Venus will be terraformed before Mars ever is.
