Yes, get his permission. If no one else wants to, I'll fix the map. Seems like a pretty simple bug though... The kind I like 
Also, I PMed you about a buggy map, DEAD. And we should get some guidlines on contacting original creators of maps. Like, if we can't get a response from them, we consider them unreachable and fix the map. Just something like that.

You can join. But at this moment of time all MRS projects, features and actions are on hold. We may procced on our projects when next summer will come. Or when I will have time I will manage all MRS stuff and drag it all up again. But now it is on hold.

By next summer, half your list might be gone. MRS isn't going anywhere right now, your taking too long to fix bugs. I'd say it would take an hour at the most to fix bugs in a map. If everyone on your list worked for an hour a day you could get about 10 maps debugged in a day(not counting the process of protecting/unprotecting).
Your meetings weren't very successful because people would never remember, or are not serious enough to come to the meetings. If I were you I'd create an account with the f list full of MRS members. This makes it easier to keep in touch with your members.
