A sprite is essentially nothing more than a graphic that moves independently from others on the screen, usually an animation. If you are familiar with the Win32 API, the BitBlt function is a common way of drawing sprites for simplistic games (DirectX is used for more complicated ones).

Also, you could always downclock your CPU if you absolutely need to simulate a slower computer.
Isn't SCMDraft a program? How can a program "lag"?
