Blizzard isn't racist. I don't think theres many black people in SC is because if you notice near the beginning of the game, the Terrans are united as a CONFEDERACY. Much like the one that was united in the south during the Civil War. Then notice how everyone in that is a bunch of sounthern-sounding rednecks, I think theres some hidden message there.

I'd say he was Mediterranean, Arabic (unlikely) or from the India subcontinent.
I don't think a 'white' person would tan that dark, they'd have to have some higher melanin levels to be able to do that - hence my Mediterranean theory.
