Goliath and Marine usually imply the fully dressed, functional SC units. I have yet to see a SC unit as a naked marine (which'd basically be a civ) or an empty Goliath (except in that one BW map that used neutral player Goliaths for the effect).

if the marine dies then obviously the goliath doesnt have an opponent and wins. also in space there is no air so it is not possible for the goliath to rust and therefor he is the winner.

Firstly: The Goliath doesn't have an opponent, yes, but as I said, it will eventualy die and lose. If not by rust, then by something else.
I mean, if he doesn't get back into the dropship to get away from the arena, then he'll be destroyed in the field eventualy, immediately making him lose from that point in time.
