Well the "blur" is probably just the quality the image was saved in. Other places will only look blurier than others, but that doesn't mean anything anyway. I have already proven that it is fake.

This is either a hack or a mod. But which is it? Could it have a been a photoshop?

You can scratch photoshop out, I doubt this guy could make it that good.

I also don't remember anyway to increase the ammount of interceptors per carrier, plus the max you can have is 255.

So this is pointing more to a hack than anything else.

ADDITION: OK. I have found out now. This IS a hack.

The interceptor and scarab limit is coded into the EXE, you can't find it in the MPQ files.
