Not every ghost is telepathic, they are merely psychic.
It could be just about anything.
Also, he is not a Ghost.

Yes. You're right. Duran isn't REALLY a Ghost; he just took the form of a Ghost.
As an aside here, regular hero Ghosts (non-infested Kerrigan and Stukov) have 250 HP, have 3 armor, and deal 30 damage. Duran has only 200 HP, has 2 armor, and deals only 25 damage. I kinda found that odd.

I think Duran is serving the creators of the Xel 'Naga that lingered silently in a planet after the creation of the Xel'Naga. And on the contrary, he said "when the stars were young. The estimated oldest star is 3 billion years old. So he could had lived many eons ago.

Duran is probably one of several things:
1) Dr. Frankestein brought from the dead and having hallucinations.
2) Creation of the Xel'naga that is something else entirely.
3) Is Xel'naga and just went rogue and decided to screw up stuff.
4) Something completely different.
And Duran's voice changed because when you are infested you get all jacked up and your voicebox get screwed up. And the carapace thing is there because that's all they could put for armor. I mean, look at the Protoss armor symbol, their armor doesn't look like a face.
