Then there are probably some civilian Terrans who are both female and black, too.

Yeah, it would've been fun if the Terran Medic was a hot Asian chick...
In Starcraft, not all of the ethnicities of the Terran soldiers are depicted in-game (with the sole exception of Samir Duran), but there is evidence of other non-Causcasians in the cinematics, like the black guy in the BW opening movie. I think there was also a black guy and an Asian guy in the Amerigo cinematic, but I'm not too sure about that.
