Just set their health to a %, wait 100 or so miliseconds, then set it to another % and repeat the process untill you get the effect you're looking for.

You probably want it to keep going, so also do preserve trigger. For better effect use hyper triggers with it.

Let's elaborate seeing as your skill level is set to "Beginner."

Scenario --> Triggers --> New ...
Check "All players" --> Click Next >
New... --> In the drop down menu, go to ALWAYS --> Click OK --> Click Next >
New... --> In the drop down menu, go to MODIFY UNIT HIT POINTS
Click quantity --> Click OK --> Click units --> Click Any Unit --> Click OK
Click player --> In the drop down menu, go to All Players --> Click OK
Click location --> Click OK --> Click percent --> Type in 10 --> Click OK --> Click OK
Click copy --> Click modify... --> Click 10 --> Type in 90 --> Click OK --> Click OK
Click New... --> In the drop down menu, go to PRESERVE TRIGGER --> Click OK --> Click OK
Click Finish.

Tada!

Use Starforge 2.2

go to units properties
see the little box with health and the longer box beside it,put |    11| |10|  or something in them,and that will change there health to higher than it can be which causes a bug to make the unit glow

Cammz2.5.CoA, first of all - that guy already got his answer, secondly, you're answering the wrong quastion, he asked about color changing hp not glowing wireframes.
Please be aware of where&what you post next time.
