You enter 'unit settings' in Starforge and input those numbers, or others, you can play with it to get different colors.
It also does different colors in different tilesets.

Also notice that not all changes will actually make a difference, there are only some combinations that will - for example 5 on the left hp box and 4 of the right in reaver.

Can you please use correct English?

Now - you can simple give different values to many different units put in a map and test to see what you get, all the fun is by finding out the correct values yourself!
But if you ask for examples - here are some:
Marine - 5/3 - blue wireframe
Firebat - 8/3 - blue wireframe
Drone - 21/1 - glowing gray
Zergling - 66/4 - glowing gray
Siege tank - 111/6 - invisible wireframe
Battlecruiser - 60/8 - invisible wireframe
Probe - 76/7 - red wireframe yet green hp counter
Zealot - 67/6 - red wireframe yet green hp conuter

Also notice that wireframes change according to terrain.

Use sprites.
Go into StarForge, --> Sprite layer --> Unit --> Place it.
Many combinations work, because it's [Normal HP]/[Selected HP]

Don't even need that little box ;).
