I think the tech support forum isn't popular anymore at all. I don't think we need a file request forum either. Both ideas for the site failed, if people have trouble they can just make a post elsewhere about it.
Most people just post their problems elsewhere anyway.
I say keep the Technical Support Forum Delete the File Request forum.
Inactivity isn't a reason to delete a forum however. The technical suppost forum is important in my opinion. Besides its the only place guest can post and that doesn't really cause problems.
Guests cant post in there btw, and usually the topics that are needing technical support can be addressed in another forum, and 90% of the topics are just lying there...
Remove the File request. If people are looking for a file they will usually post in Garbage.
Keep Tech Support but change it.
Instead of having people post in Pre-Made thread by the DLDB empty the whole forum and make it like the others. If people haev a problem with a program they will make a Thread like this:
Help, I have X problem with X Program
It's more efficient because people will see new threads instead of the old Pre-Made ones.
I'd be willing to say about 75% of our members are either new and uninformed or just too plain lazy and will post in regular mapping help anyway.

Most of the tech suport was for Starforge or SCM draft anyways wasn't it? That can go in those forums.

Yeah, I like that idea.
The crowd has spoken. The file request in in the garbage forum, and tech support is no longer supported.
