I'm use X-tra and SCMDraft, but I don't get what P13-14 are for.
Or What P9-11 are for.

P9-P12 are neutral players. P13-14 are extended players and there are tutorials and information all over this site about them. You just have to look.

Players 9-13 I think are Neutral Hostile.

If you used Starcraft Campaign Editor it would place it for player 12.
All the new mapmakers of today are so spoiled with all these advanced programs.
I remember when I had to use Zap Placer.

Players NINE, TEN, and ELEVEN are NEUTRAL HOSTILE. They will attack all units that can be attacked (excluding themselves, but including other unit of the same player).

Player TWELVE is NEUTRAL PASSIVE. It will not respond to any provocation by any attacks, abilities or otherwise.

Players THIRTEEN and FOURTEEN are NEUTRAL PASSIVE and are used to create game speed changing effects (2x and 4x speed)

13 & 14 also freeze all units preplaced before them, dont they? Like in the tutorials it tells you to place the units for speed change first because everything placed before it will "freeze". What kind of freezing? Time to turn on my Starcraft computer to find out.

No they won't. They will move towards units that attack them and will stay standing still not doing anything otherwise.

I have seen Player 9 units kill things before.

Look in the Tutorial Database. Player 12+ Effects and then there is another that charts the effects on max unit amount, but that isnt what he asked for. So, either you cant read the simple chart or the problem is solved.

This is old scrapped map. Consistently attack the player 9 Marines. They shoot back.

Not happening. First of all I had to move locations around to do that. Second of all, there is only _1_ p9 marine. You said marines.

Mind explaining what you did to get them to attack?

Play it in multiplayer and be slot five. Buy a unit and attack any of the P9 units for sale consistently. They will fire back.

Yeah he wasn't being very specific. I think he ment this tutorial:

This shows you how to add to supply, and how to add supply providers without actually using buildings and units for that player. HOWEVER, I think those values may all be wrong or off by a little with the advent of the new patch. Test them anyway, but keep in mind it may not work ... and may even crash your game.
