is it just me or you ant do it at all?
and weird...when you place units not exactly on the grid you can partially place another unit on them...
What editor are you using? All the versions of SCXE should allow you to place power-ups. StarForge and SCMDraft 2 also allow you to place them. Lastly, yes, if you place a unit (regular unit) partially on top of a power-up, that unit will slide off. (Like the 2 burrowed zergling trick to bypass a building).

i can put a beacon partially over another 1 inside the game...noting happens...it just...goes there...(Im using that COP thingy...where you can move you beacon...funny how it makes an scv say "I cant build there" sometimes when you place in on unplacable terrain...) beacons are considered buildings? hm...
or i can build a building...
It is impossible to create "extra" unit via triggers. Extra units are anythning not visible in Staredit.
Yes, COPing a beacon works like making a building.

so if i say...player bring 1 buildings to "here" and they bring a beacon...would it work?
If you want to create the xtra units you can do this:
1) Make a separate area that no player can see
2) Pre-place those units
3) Instead of using the CreateUnitAt trigger you can use the Move trigger.
