That simply lists all users and their warn levels, starting from 100% down to 20%? I think it would help until warn levels are recoded/decoded/uncoded/etc.

Anyways if the system does get recoded isn't it posible to re-code it but while you are re-coding the old system is still in use and when you are done re-coding you just activate the new codes.
It seems pretty logical, but I don't know .php

I believe you would put coding for new on hold, make a seperate page for this, then change it all over to the new stuff.
