Is there any better way to make civilians roam around like critters except locations all over their 'roaming area' and triggers that make them patrol?

to prevent the death of the civilians, make the town or whatever in your rpg or something cut off, and teleport you to another place or something when you leave the town.

What I posted, just stops the civilian going to some random place, and ending up in some area where they shouldn't be.
