I can't for the life of me figure out why this is happening. I didn't touch anything involving the upgrades. For some reason in Starcraft X-tra Editor (and this just started, never did this before), it keeps reverting the build times and factor from the 0 (you enter 8739 right to get 0?) to 1 and 1. So ups are instant anymore. I go and change them back to the 0, then when I come back to it after I close out the upgrade window, they are back at 1.
Is there a bug or something I might ahve accidently did?
if you've entered and high number, like 8739, and then you go back to check, it'll reset itself to 1. Just edit it back to 8739, save, and dont go back to it...

Is there a reason why it does that?
NOt sure, but it works that way.
Rocko is right.
Staredit will reset it to 1 if you view it or anything, it's an auto-reset to make sure you dont enter any numbers in that could possibly crash the game. But since we know that 0 research times won't crash we use it. 0 unit build times to crash, however.
Note that pretty much everything that applies to StarEdit also applies to SCXE.
Also note if you set to a low build time in Starforge (less than 8 or so) and open map with SCXE and save, then it will set those build time to 0, since they show up as less than 0.5 in SCXE.
