Sometimes when animals get seriously injured (or even run over), they have enough life in them to move a distance before dying. It's not uncommon.

The driver is obviously lying. For one thing, where is the motive from the caller to lie? I don't see any and the driver didn't hint or indicate any, but then again he might be clueless as to what was going on ... but I still believe the driver is lying.
Ultimo, I do think someone would be kind enough to pull over and save them.
