I could help you with your mod and I got an idea for a name but thats all pm me if I can help you make the mod if not I will probably make a mod by myself using the name but it would probably take about 2x the time cause I only know how to edit .dat files .tbl files and .mpq files

Just think of a movie you like and try to make a mod out of it... Thats what im doing for all of my mods.

it would be cool if you turned every unit in the game into a stick figure, representing that unit. Even tho i kno it would take months to do that... WAAAAY too many frames to edit.

Not really that long, As you make it sound. It may take a month to get done 2 races. But other than that.. Not that long if you just extract them from the .GRPs, And edit them from there.
