Well, since it's possible to modify gametypes(I heard of a mod which allows Zerg to start with 300 minerals and a different starting base if you use the special gametype it comes with), I suppose it would be possible to make the race selectable, though I have no idea how.
Still, the idea is to make a new race, not necesarily usable in Melee; just make a UMS version in which the player that's to have the different race has the preplaced units.

Meh, having only 2 races sucks, any given mod that's meant to be played and fun should have 3, if not 4.
Anyways, wouldn't you just be able to use the unused buildings(Cantina, Z/T/P Markers, etc) for this?
The main problem I see is that if you play a UMS map in which any of the units have modified stats, they'll have 0 damage for any that have unused weapons.
