You are the leader of a country. For scenario reasons, its called Paradyne. Paradyne has been neutral for over 2000 years, since it was first founded by nomads. Because of its neutrality and other reasons, it would often hold refugees from the surrounding countries-- Circen which has been in a religous year for five hundred years if not more; and Miyashein, a country that just had a violent revolution and is building itself up as a Communist State.
A few things happen during your reign:
1. Word is spread that you have been exporting resources to the Sun Religous Coup but not the Moon Religous Faction in Circen. It is not true, and after finding adequate proof, the rumor is subsided.
2. Miyashein, which owed you over 3 trillion dollars finally pays you back during the war. People do not understand where the money came from, but you do not know either.
3. The public, who at first was edgy about these two events put their trust back into the government thanks to a three day festival hosted celebrating Paradyne's history. In a recent poll taken by a media source, your popularity went from 43% to 56% by the end of that week.
4. Members of the Moon Cult travel to Miyashein, and set up a temple there. After a conference hosted by Paradyne, Circen claims it is alright for them to set up in Miyashein. Miyashein adopts it as a major religon. Other followers of the Moon Cult travel to Miyashein. Without immigration quota laws, all are accepts; almost doubling their population. Their economy booms, large firm owners pay their employees less, and the country is on the verge of revolt again.
5. Circen hunts down all Moon Cult followers within their borders and torturers them to death. Followers in Miyashein also start disappearing or dying. The Moon Cult appeals to you for safety in Paradyne. You agree and allow them in as long as they do not cause any problems in Paradyne, which is mainly atheist. They create complete housing developments and self-proctor them within your border. They send spotless records to your government reporting community legal issues and other mundane items of business. It checks out, and the community population increases slowly and containably.
6. Your trusted advisor was found having an affair with one of the Moon Cult members. The average worker is making less than they did five years ago by 150%. Workers are laid off and imports exceed your exports. Talks of uprising are heard, and three men from a small province to the north are accused of being terrorists. They are found to be innocent. Morale drops, along with your popularity. it goes from 56% to a little under 32%.
7. You send a representative out to the Moon Cult housing development, and find that instead of the eighty families (averaging on three people each) claimed to live in the establishment, hardly ten are left. The priest of the area has gone missing, along with prominent members of the temple. The temple has been vandalized and the families look weak, starved and paranoid. You investigate and find that terrorists from Circen had set up right off the property. They are carrying WMDs and are not afraid to use them. You asked them peacefully to leave, but they refuse until the Moon Cult is exterminated.
8. You are now faced with a decision, Lie, or Be Truthful.
Lie:
You do not mention what is happening in the housing development, and instead focus on the economy. You are able to even out the deficit and begin making money. Four months later, you celebrate the economy. Morale and trust rises. You find corruption in the larger businesses, and police them better. You support unions, the minimum wage is increased and spending is increased. Your popularity goes up to 49%. The Moon Cult refugees die, and the terrorists as promise leave your country.
Truth:
The terrorists have made it very clear that if you tell, they will not only destroy the Moon Cult but also innocent Paradyinians. If they see your soldiers, they will open fire instantly, and if any are seen searching for other terrorists in the vast country side, they will force you into war. With the morale so far down, revolution against you ensues. The government is torn apart, and the terrorists set up an iron fist dictator who wipes out three fourths of your population before Miyashein liberates your country.

Appeasing people hardly ever makes them go away.
Just thinking of history. Anyway, I would choose my options based upon how influential the moon cult is. If they are links to some other counrty that could kick Paradyne's butt, then I would help them. But as it sounds, they are not that important.
I would lie only to avoid the deaths of the people. As the moon cult seemed to have gone into the Circen territory in the first place, not to mention your country just got over a war. Unless you want to waste your resources going into another, I would try to get on the Circens' good side.
I'd lie. Better to sacrifice a few lives in order to save many more than to lose everything.
See the long term effects on my side would be that I ally with the terrorists all the time and eventually set up some cells within their ranks. After a while, once I learn enough I activate them and destroy the terrorist group from the inside out. If I recieve notice that they will infiltrate my ranks and do the same, then I will go pre-emptive on their asses. Therefore, my economy kicks ass, the Moon Cult is dead AND the terrorists are dead. Then I will get a bunch of dancing people and we will dance on a float that goes through town until I get assassinated.
Then I will be a happy leader.
