What is the latest Windows version that can fully run MS-DOS programs? I got a 1995 Scorched Earth game that I wanna play, but XP can't fully support DOS. So do I need to get a Win 95/98 or something like that? Why is it that the DOS programs don't run on these newer machines?

Simply because those are different operating systems which can't work together, it's like two people that speak two different languages - they have no way to interact with each other.
An option is to install a windows 95/98 along with the XP, or better do what chu said.

You can download DOS emulators to compensate for that.

Dosbox being the most popular and best to use. I have used it to play games like Alone in the Dark.

Isn't the reason XP cannot run DOS programs because it is not DOS based like the older Operating Systems or something like that...?

Dos can be run from Windows, the major problem is that it's too fast. I don't know why, it just is. Dosbox emulated an older computer and runs programs on that emulation.
