Intelligence depends on who you ask. Some will say cats are intelligent, some, like you, will say otherwise.
It also depends on the cat, or dog, being tested.

More peronality? Don't know what you mean by that...
High pitchness? As Farty said, it's better than loud obnoxious barking whenever the dog sees something move. Well, I suppose you could get a small dog since they aren't so loud, but then they'll still be louder, and even just as high pitched, if not more so, than a cat, and will make a lot more noise. And I can't stand when dogs whine.
Cats having a tendency to claw is a good thing in my opinion, as long as they don't damage anything I care about. Then again, I'm one of those freaks that finds cutting myself with a knife to be relaxing...
Also, a cat is less likely to go under my computer desk and mess-up the cords, unless it's a kitten.
Plus, a cat doesn't need help getting onto my lap when I'm sitting in a chair, it'll just jump up.
And cats are plenty playful. Get a piece of yarn or just about anything that moves around.
