Yes, it is free. However, you must install them yourself. Better yet, insure that you mod it up a bit 
This means you need a PHP compatible server, which there is next to none of.
You can always get a board here:

However it has a bit of ads, you cant put any mods on and its a pain to skin.

The thing about website builders, is that you dont have a unique website.
With Staredit Network, theres so much flexibility its not even funny. I can do virtually anything I want, the only limit is my PHP knowledge (and my webspace and bandwidth, but I got a lot of it)
With online HTML editors, thats different. Your sites look virtually the same, and dont look as nice. Plus, HTML isn't very advanced

Yeah but HTML is a fun to use, if you write it out on your own. Some find it boring and drives them insane, but I enjoy writing out the code and finding mistakes. I've made a few sites, all very crappy, but still fun.

got me as well, very clever.
Glad to see others starting up as well, i've looked into web creating as well, since i will be doing it at uni in two years...
I use DreamWeaver and Photoshop, i've got about twenty pages all set up in simple form, most done from a master style i created, using only layouts. My plan is then to get my photoshop images in place and input them, and then muck around with the layout a little to get it all up.
Do you know if you can set a master background for certain pages with php?...NO KNOWLEDGE, but damn i have fun!
