I've seen stuff like that, but only in the racing scene. It's nice to see they're making an effort to make it available to the public.

no it's not photoshop, that could be done, when my friend aj was in a wheelchair he could do wheelies and jump in it, it was pretty amasing, so now that i think about it, it really could be possible

Its probably crazy awesome and all, but like the dude said, its probably crappy when its snowing.
The wheelchair could have some kind of computer/gyro system that adjusts the wheels all the time to keep the thing in balance.

Centrifugal force causes the wheel to spread out as much as possible, holding the weight of the car, this is a very good idea to use actually as it requires no flat tire maintenance and all you really gotta do is hose the spokes down every so while to prevent build of up... shtuff... whatever gets caught in there! It might help in the snow, but eh, ya never know.
Hmm yeah what about snow and durt though. It will probably be turned into a normal wheel once snow or dirt gets in there.
And it would look quite ugly, too. >.<

Also, I'm rather curious on how it will work on wooden planks that have gaps in between them. Wouldnt the wheel just stick into the gap?
Same with those speedbumps, since it's at an angle wont the tire courve with it?
It may not cause a problem though, since the whol wheel can bend.. and ya...
But if ur too heavy wouldnt it be equivilent to a flat tire?
