Draw them up using what ever paint program u use and save each frame as 01-02-03-ect then open Flash MX or w/e and open up 01 and when it asks if its in a sequence say yes and they'll all load up and there it is.

Or you could do it by hand draw frame by frame

I've never used Flash before, so I'm not sure if you can use it to create *.gifs,
Just use WinGif or whatever it's called.

Gamemaker can make .gifs, free program too. When you go to create a sprite, put in all the images in each frame to make an animation and just got to file then save as .gif.
