Those are EUD triggers, not a program. EUD triggers were disabled by Blizzard, but someone has made a program that can enable them again.(He wont release it to the public. Check the Portal News for the topic about it.

Care to explain what all those other abbreviations mean syphon, the only one I've ever heard used is EUD.

Nitnit, EUDs cannot seriously mess your computer up, evil people who put viruses in maps can though, which can be run with EUDs.
