Goto Player > Settings> Upgrades and choose who gets what

You can't in melee.
You could choose to play the map with melee rules in use map settings, then you could change it to above 3.

If you're going to edit the max upgrades via modding, I think you can edit it in MemGraft.

Ummm...you dont need memgraft for it just edit the Upgrades.dat in Arsenal III or any other editor that edits Upgrades.dat files and change the repeatability for it

But I think he meant mapmaking. The best you could do is make a melee-style map but with UMS only for the upgrades. SCM Draft 2 or StarForge would be very helpful.

No, you cannot make more then 3 ups in a meele game.. or i should say you cant without using programs like arsenal ect. If you want more ups then make a UMS version.
