Find A Web Hoster That Is Reliable

Find a good reliable web host that offers 24/7 customer support, (not like you need it, but who knows, maybe you might!) a good amount of bandwith, (if you are using a free host be prepared for low bandwith, around 1.5 megabytes). You don't have to have a Premium or Special account, a lot people use free accounts.

Don't choose web hosters that have "too good to be true" statements, otherwise your email will be full of stuff.

"Let's Get It Started In Here..."

First, the basic things you should know before actually doing the web development are these 3 basic things:

You may be so unexperienced at web development that you might not even know what these acronyms stand for!

WWW- World Wide Web
HTML- Hyper Text Markup Language

To make your website extra "spicy", there is a language what us Webmasters call, "JavaScript". JavaScript is a very advanced browser scripting language, so advanced that I am learning it right now! Of course, I am being sarcastic, because there are so many more advamced things (other than JavaScript), like, PHP, CSS, MySQL, ASP, ASP.NET, and even learing how to make movies, is what we call Flash!

No, you don't need to download anything to do web development. All you need to have is a computer and a brain.

Well, I can't say they are the best, but I have tried them and they are pretty good.

Yes, i'd say this is the only web hoster that I use so far! It's very easy to use,
no HTML required if you pick the beginner mode, and for those advanced
people out there, there is an Advanced option! (HTML required)

I use f2o.org, and I don't think they offer free accounts any more.
