Staredit Network -> Computers and Technical -> Shout Box? How To Make One?

How do you make a shoutout box? for those who dont know, its a little box where you just type a name and a message. and displayes it in the box. Exactly like the one staredit has. Of course I dont want it to be that long, I want it small. So can anyone help me with this?
