A few things I found out:
1) I can edit your post because it thinks I am editing the post in the Map Making Assistance forum or whichever forum I can edit.
2) Only changing the post ID does not do anything.
3) Only changing the topic ID does not do anything.
Now I'm pretty sure our terrorist is the moderator of a forum.

While testing with an extra account... forum IDs that don't exist (e.g. >100) say its read-only, I was unable to hack it with a normal member account.

I think the people who overused it need to be warned or suspended for not reporting to the glitch to a moderator/admin! They needed to report it somehow. I was curious too.
