You could need to Defrag your computer and do you do virus scans because you might have a virus on your computer

i did all this and still freezes...whenever i try to create a game in starcraft, Latency comes up for some reason

Your cable conection is probably too strong, if you have a booster try removeing it. If you don't try adding a dampner.

maybe you need to clear your cache from your internet... and all those ehem... anyway since cable uses a shared system you got any mofo neighbors sucking up all the data?

Which spyware prgram are you using? Try following steps here and if you need more help on spyware/virus stuff, post a thread stating how your scans went, your problem, etc.
Although if you don't have time, just Ad-Aware/Spybot/MS Antispyware Beta. Those should get enough so that your internet can run decently and you can blast the rest when you have time. But I find that following all the steps works the best.
