If you are talking about balancing your map by making good unit healths and damages, then you should really do this yourself. Only the maker really knows what they truly want the end to be like once completed, and unit balancing needs to reflect that. That's just my opinion, of course.
Even if you aren't very good at it, it isn't too difficult to simply test run the map and see which guys are too weak or too strong and edit it afterwards. Balancing a map in general is probably the most important aspect of a map, so you should really try to learn how to do it. Just have a pencil and paper
. If you can actually find someone to balance a map for you, go ahead, but it's usually quite boring and you may be hard-pressed to find someone.
As for the starforge thing.. I personally never use starforge except for when using square terrain or copying triggers, because I usually don't have a need... but you shouldn't not recognize the capabilities of other editors just because you don't like them.
And if it is NOT unit balancing that you were talking about, try to clarify yourself more. Unit "status" I think of whether they are LD'd, irradiated, burrowed, etc... yet this is clearly not what you are talking about when you talk about assistance.
