What do you mean?
You could use Windows Gif animator to make a simple animation that's straight forward and gif format?

Use Photoshop, and Paint Shop Pro, and there linked programs, like just make the different photos, and add them to a movie script to work them.

Like .gif files? Becasue you'd have to buy 'Gif Works' to get that. Or get someone else to do it.

3D Studio max is what I use. But its far from free.

Free .gif maker, or a trial or something, can't remember. I never actually used it but i had planned to.
