When you have it that the shoutbox is floating as another window, you should have it where it automaticaly refreshes about every 5 to 10 seconds. Most people might not even know about this feature but it would be cool. You could also make it blink yellow at the bottom of you browser to show that someone has "shouted"

No... he's saying that each person can set the refresh time for themselves at that link... that is, your suggestion has already been implemented
