I know there are some free ones online but I have not been able to find anything that is good could I get some help on finding one of these please?

Microsoft Sound Recorder. It comes with Windows XP and possibly all the other Windows. Only works with .wav's though.
I downloaded MonkeyMedia from http://www.download.com and it's very good. It's also completely free, no trial or any fine print.

Tools/Convert Audio Format
Choose the file you want to convert and then select all the properties that you want.
Make sure that you don't have anything selected or you have a sound selected because if not, Convert Audio Format will be greyed out.
