At first, I would download averaging about 25Kb/s. It wasn't really bad, but my DSL modem goes at 256Kb/s. I thought to myself that there are definetly some programs that must take up some bandwith and they lower my downlaod speed down.
I went to the Task Manager, and closed everything with my username on it that didn't affect how Windows would work. That means that you would have to test closing all those background programs that are running that you have no clue what they are. I tested and tested and found out that I could indeed close many of those programs and some would cause Windows loose everything on the screen except the background picture.
From my experience, do not, I repeat, do not close Explorer.exe under any circumstances. Also do not close anythign that says SYSTEM, LOCAL SERVICE or NETWORK SERVICE as your computer needs to function with these.
So I closed a bunch of stuff that really didn't do anything usefull. I then proceeded to download a 5.5MB file.
Before the changes, the download usually started at around 150Kb/s and then in about 1 minute it settled to around 25Kb/s.
With the changes I was astonished to what I saw. It started at 150Kb/s but then it setteled down to around 55Kb/s. That's more than twice my previous speed!
I then proceded to see if it changed my system's overall performance. Me playing Starcraft Online and Windows Media Player at the same time would cause some lag. After I closed all those programs, it was like if the music was coming from Starcraft instead of another program.
I do advise that you test and re-test which programs you will close and such. As I said, don't close Explorer.exe and anything that says SYSTEM, LOCAL SERVICE and NETWORK SERVICE. It is also highly important that you don't close other programs like your Anti-Virus.
Go to Start->Run and type in msconfig.
Then choose the Startup tab and look through it. Odds are 95% of the stuff in there is junk. This also vastly improves your preformance.

For 2000, they restrict you of closing any serious system processes.
From what I know, you are able to get a run popup from right clicking on system manager or something like that.

Nice information BeeR. Makes my World Of Warcraft run better in IronForge with no lag and I can run it in windowed mode and chat in a Chatroom on AIM!

Thats because you're viewing it in task manager.
did u look at my screen shot. to close the ctrl+Alt+del thing i have to end taskmgr.exe process.. well just look at the screenshot and u will under stand.

I noticed this to, ive done the msgconfig and task mnger mostly... but hey its always good for the people who dont know how.
Double click at the top of the window and it will return to normal.

I'm connected at 54mbps constantly through my wireless router, 100mbps connected straight to the modem.
This MB is unbelievable, you ppl with 54mbps. Im sick of dialup, i want DSL so bad. And by the way, i did all this stuff, only helps me reduce my lag in SC. Not in other games, how stupid is that.
We don't get 54mbps download speed.

I think 54mbs is like bandwidth, I'm not sure though.
I ended alot of processes and the reduced my lag abit, and i got a few less high pings.
