It is a C&C: Generals mod. It even has the General Powers and Experience Bar. Plus, you can tell it runs on the C&C engine.

with the way starcraft is, they should make it 2D. I mean when I think of 3d Starcraft, I think of lag (oh how horrible it will be to be zerg)

Yea, but if you've checked them lately everything but the zerg looks EXACTLY the same as SC, but 3d. *Syphon drools.
