It is real. The Gregorian calender (which the U.S., as well as most other countries, plus the international trade system uses) is not truly perfect. Atomic clocks are generally thought to be the most accurate time keepers. Also, the Earth is very gradually slowing down in rotation, so time must be adjusted in accordance. About 150 million years ago, an Earth day was around 20 hours long instead of 24.

To whoever said the earth is slowing down, it's acutally speeding up, sort of. Because of the Tsunami in asia after 700 years we'll skip a day. Which is a while away but still kind of cool.

The .25 = a leap year. Leap years are around the sun, not the rotation of the earth.
